Peanuts Halloween 1969: Are the "Head Beagle" and the Great Pumpkin the same person?

In 1969, Linus briefly (for two days) toyed with the idea that the "Head Beagle" and the Great Pumpkin were the same person.  After that, Peanuts fans were treated to a few more Halloween-themed strips.
